Information¶
This timestamp appears to be an abandoned way of setting the legality date. It is set on, generally, one card by name for every expansion, from the HGSS1 era through the BW10 set. Not all sets have a card that carries this property, and it isn’t always set correctly.

If you sort the values by its professed date, the values look slightly more obvious.
HGSS2 released May 12th, HGSS3 released Aug 18th and HGSS4 released Nov 3rd.

BW1 released April 25th, but seemingly accidentally tagged the TK5B trainer kit by accident. TK5B was actually not released until that September. BW2 did indeed release August 31st.

All of the following are release dates for PokemonCatcher, but BW2 came out 2011-08-31, BW5 came out 2012-05-09, BW10 came out 2013-08-14, and XY Trainer Kit came out 2014-03-12.
Seemingly these are all tagged for the release of PokemonCatcher from the Kalos Starter Set, which happened 2013-11-08. However, the KSS copies of those cards themselves are not tagged in this manner.

The last cards are PokemonReversal from HGSS1, which have been updated with the KSS release date; but there is no Pokemon Reversal card released after HGSS1 #99; why these are tagged is unknown.

Conclusions¶
It seems likely that this was a way of tagging some kind of legality date for re-released cards during this era, but it’s not set very consistently and is not presently the way the game tracks legality of individual cards.
